Pre-Apprenticeship Construction Training (PACT)
Program Description
BIA Hawaii?s Pre-Apprenticeship Construction Training (PACT) is a comprehensive, hands-on workforce development program designed for individuals with little or no prior experience in construction. This full-time training introduces participants to the essential skills, tools, and knowledge needed to begin a career in the building industry.
What You?ll Learn
PACT focuses on both technical and interpersonal development to prepare students for success on the jobsite and beyond.
- Jobsite Safety & Certifications: Includes OSHA-30 Construction Safety, Adult First Aid/CPR/AED, and optional certifications in Lead Renovation, Repair and Painting (RRP) and OSHA Disaster Site Worker safety.
- Green Building Fundamentals: Explore sustainable construction practices aligned with today?s environmental standards.
- Technical Trade Skills: Gain hands-on exposure to carpentry, electrical, plumbing, HVAC, masonry, weatherization, and landscaping.
- Construction Math & Blueprint Reading: Strengthen your math skills and learn how to read construction plans accurately.
- Career Readiness & Professionalism: Build confidence in workplace communication, teamwork, financial literacy, and job-seeking strategies.
- Real-World Experience: Participate in a guided hard hat tour of an active construction site and hear directly from professionals in the field.
Course Structure
Training is organized into weekly modules that build progressively:
- Week 1: Orientation, CPR/First Aid/AED, Basic Math Principles
- Week 2: OSHA-30 Training, Basic Math Principles
- Week 3: Basic Math, Print Reading, Facilities
- Week 4: Print Reading, Facilities, Green Building Fundamentals
- Week 5: Review, Facilities, Job Readiness, Site Tour
- Week 6: Facilities, Job Readiness, Green Building Fundamentals
Certifications Earned
- U.S. Department of Labor Credential
- HBI Pre-Apprenticeship Construction Training Certificate
- Fundamentals of Green Building (BIA Hawaii)
- OSHA-30 Construction Safety and Health
- Adult First Aid/CPR/AED (American Red Cross)
- Optional: Lead RRP and OSHA Disaster Site Worker Certification
Career Pathways
Graduates are prepared for entry-level positions in a wide range of construction-related fields, including carpentry, plumbing, electrical, and equipment operation. The program also serves as an entry toward long-term career advancement in areas such as site supervision, engineering, or architecture.

You must provide:

✔ Proof of Age (Must be 16 years or older by program start date)
✔ Proof of Employment Eligibility (Social Security Card)
✔ High School Diploma, GED, or Equivalent (if applicable, if none please inform us)
