Construction Quality Management (CQM) Class
The Honolulu District, U.S. Army Corps of Engineers (USACE), in partnership with Naval Facilities Engineering Command (NAVFAC) Hawaii and Building Industry Association of Hawaii (BIA), offers the Construction Quality Management for Contractors Class (CQM-C).
The shared goal of the Contractor and Government is to deliver a quality product—safely, on time, and within budget. Quality management is achieved through partnership: the Contractor handles daily Quality Control (QC), while the Government ensures the effectiveness of the Contractor's QC program through Quality Assurance (QA).
Effective CQM-C supports worker pride, earns favorable recognition, and can increase the Contractor's profit margin.

The course covers Contractor Quality Control (CQC) requirements and Government Quality Assurance (QA) roles.
